States with state-administered PFL programs (alphabetical)

A state qualifies if it has a state-administered Paid Family Leave program providing wage replacement for qualifying caregiving leave. Excludes employer-discretionary leave and FMLA (which is unpaid).

    California — Started 2004 (first PFL in country). Up to 8 weeks at 70%-90% wage replacement (under SB 951). Max $1,681/week (2026). Employee-only contribution 1.2% (no wage cap).
