Minnesota EV Fees and Incentives (2026)

Minnesota adds a yearly surcharge of 0.5% of MSRP for electric cars and 0.25% for plug-in hybrids, shrinking as the car ages, with minimums of $150 and $75 (a new $45,000 EV pays $225). Hybrids pay nothing extra, and it is not indexed to inflation.

From July 1, 2027, the minimums drop to $100 for electric cars and $50 for plug-in hybrids; a new $45,000 EV still pays $225. A 5-cent-per-kWh tax at public chargers above 50 kW also starts then.

No state-funded rebate or tax credit for buying an electric car is open in Minnesota as of October 2026; check your electric utility for local rebates.

Minnesota's state EV rebate (up to $2,500 new, $600 used) has closed after all funds were claimed.

The federal clean vehicle tax credits (up to $7,500 for a new EV, up to $4,000 for a used EV, and the commercial clean vehicle credit) ended for vehicles acquired after September 30, 2025. A vehicle still qualifies if a binding written contract was signed and a payment made by that date, even if it was delivered later; the credit is then claimed for the year of delivery.
